Lol. SA2B is my fave Sonic game. Haven't played it in awhile, but I thought of that specific scene when I saw this fan art.

Sega should do a remake on this game, give it the modern realistic graphics like they have now. I bet they would get a lot of sales from it too.
Well when you move at the speed of sound, it's pretty hard for anyone to get a good visual on you. When the townspeople and/or authorities saw Shadow (or saw footage of him stealing a chaos emerald), all they saw was a quick blur. The only thing they knew of that could move that fast is Sonic, so they assumed it had to be Sonic.
In short, it's not what people saw, it's what they -didn't- see that made them think Shadow was Sonic. That's why Sonic calls Shadow a faker. Also, he probably initially thinks Shadow is another robot clone, like Silver Sonic, Metal Sonic, Mecha Sonic, etc.
On the other hand, when Shadow claims that Sonic is the fake hedgehog, Shadow assumes that Sonic is either some kind of cheap clone, an impersonator, or simply some other lesser hedgehog, that is, until he gets to see Sonic in action.
When you really think about it, since Shadow was presumably isolated with a bunch of humans on the ARK, he must not have ever seen another hedgehog before, and he probably thinks he's unique. Of course, if I were him, I'd probably be all: "You're... Like me? Tell me, what is our role on this planet?" and similar such inquiries.
So yeah, they both think each other is a fake for different reasons. That was long. o.o
